tur restoration of the town park

I am stunned by how the parks department of Los Gatos has closed our town park for 6 weeks to AGAIN reseed the grass. 
Every spring the park gets roped off so it can be reseeded and then watered excessively for 6 weeks.  I thought we were in a drought?  Can someone come up with a more enviromentally conscious remedy?  Maybe a drought tolerant grass, a synthetic lawn, or even a peat gravel similar to the park at Santana Row?
